The primary purpose of this position is to serve as an Air Mobility Command (AMC) Air Force Engineering and Technical Services (AFETS) specialist and technical expert advisor on complex and sophisticated systems/equipment to support C-17 missions for AMC and the 437th Maintenance Group mission. AMC AFETS specialist performs short notice TDY deployments.

- This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
- Based on operational necessity, TDY away from home base in support of other AMC units may require travel by military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY.
- This position may require employee to work under adverse environmental conditions.

IAW OPM Qualification Standard for Group Coverage Qualifications Standards for; Administrative and Management Positions + IOR FOR GS-1670, Equipment Services Series.
Specialized Experience: One year of specialized experience for GS-1670-11 which includes creditable specialized experience includes: able to working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service.
OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in the manufacture, repair or maintenance of equipment.
OR COMBINATION OF EXPERIENCE AND EDUCATION: An appropriate combination of graduate level education and experience may be used to qualify for this position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

- Knowledge of required security and safety regulations, practices, and procedures.
- Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
- Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
- Ability to plan, organize, and reprioritize work to meet changing deadlines
- Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
