SC Department of Public Safety Accountant/Fiscal Analyst II - Headquarters Negotiable within Lowcountry Region in Charleston County, South Carolina

UNDER GENERAL SUPERVISION THE REGION BUSINESS MANAGER, MAINTAIN ALL REQUIRED DOCUMENTATION FOR BUDGETING AND FUNDING FOR THE PUBLIC HEALTH REGION.

Assistant to Business Manager for Budgets/Finance: Performs, coordinates, and assists in business management/finance activities associated with fiscal management for Lowcountry. Provides funding for travel vouchers, fund reservation’s, FV60 payments-accounts payable, purchase orders, and contracts to procurement/finance/contract office staff. Funds medical, supplies, procurement invoices on BPOs to ensure correct funding is assigned to appropriate program. Fund and approve travel funding and inservice request travel for Lowcountry employees to ensure accuracy of funding. Processes monthly Purchasing Card Payment via FR.

Processes Request for Transfers and Budget Transfers as needed to maintain accurate expenditures in the use of State, Federal and Earned fund. Generate and “work” the Outstanding Encumbrance Report in SCEIS monthly and Monitor all encumbered funds with expiration dates to ensure funds are spent within their effective dates monthly. Generates reports as necessary for Region Staff and Central Office staff. Will generate reports as necessary for Accounts Receivable. Monitors and assists with management of daily balancing transactions in budgets. Assists Business Manager in balancing personnel budget and operating budget for Lowcountry

PCAS Coordinator for Lowcountry Public Health Region. Uploads monthly PCAS submission to Central Office, reconciles PCAS using Doc View correcting any errors notes. Assists staff by answering any questions pertaining to PCAS. Provide reports as required. Enters on-call time sheets and assists with timesheets in SCEIS for hourly personnel.

Audits all source documentation to ensure proper accounts/calculations are correct in travel, accounts payable and procurement by processing RFTs (Reverse Funds Transfer) with the correct documentation and funding. Assists Management staff in implementing auditing procedural changes with the Region. Prepares and processes necessary paperwork for cash box request received from the region. Conducts quarterly audits for the Regions' cash boxes and maintain supporting documentation for all audits and recommends corrective actions to the Region Business Manager. Prepare and maintain current square footage reports of each site in Lowcountry Public Health Region for annual reporting, keeping any changes to sites up to date. Verifies quarterly of any changes that occur with each site.

Emergency Preparedness – Participates in emergency or major disaster events as outlined in the DHEC/Lowcountry Public Health Plans. During major disaster/emergency events, employee will be subject to 24-hour call and summoned to duty as needed.

Minimum and Additional Requirements

*State Minimum Requirements: *A high school diploma and professional experience in a related area such as accounting, auditing, finance or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

INSTITUTIONS OF HIGHER LEARNING MUST BE RECOGNIZED BY THE COUNCIL FOR HIGHER EDUCATION ACCREDITATION.

*Agency Additional Requirements: High School Diploma and 5 years of experience in office accounting, billing, preparing agency contracts and processing purchase orders. Experience in auditing financial records required. Proficient in Microsoft Word & Excel. *

ABILITY TO TYPE 50 WORDS PER MINUTE. ABILITY TO COMMUNICATE EFFECTIVELY BOTH ORALLY AND WRITTEN. DPO CERTIFICATION REQUIRED TO OBTAIN WITHIN 6 MONTHS OF HIRE DATE. ABILITY TO CREATE AND ANLAYZE COMPLEX APPROACH DATABASES. MAINTAIN CONFIDENTIALITY AND WORK WELL WITH OTHERS. MUST BE ABLE TO EXERCISE JUDGEMENT AND DISCRETION IN INTERPRETING AND APPLYING DHEC AND PROGRAM POLICIES.

*ABILITY TO LIFT 30 LBS. MUST PROCESS A VALID DRIVER'S LICENSE AND PROVIDE OWN TRANSPORTATION. MUST BE ABLE TO WORK 37.5 HOURS PER WEEK WITH SOME HOURS BEFORE/AFTER 8:30 A.M. AND 5:00 P.M. MAYBE REQUIRED TO TRAVEL TO OTHER SITES IN THE LOWCOUNTRY REGION/STATE. *
