Charleston County Aviation Authority Director of Finance in Charleston, South Carolina

The Director of Finance is a key leadership position providing financial leadership through support and technical expertise that will enable CCAA to meet its strategic objectives and drive performance. Areas of functional responsibility include operating/capital budgeting, accounting, financial and statistical reporting, internal controls, debt management including compliance with bond covenants, rate setting, strategic planning, tenant and public relations and legislative review and coordination. Acts as custodian of all Airport assets, funds and securities.

  • Directs, the performance of accounting and payroll staff, ensuring adequate levels of service to other departments.

  • Ensures protection of assets by developing, coordinating, and overseeing administration of internal accounting policies, controls, and procedures for accounting operations that include but are not limited to revenues and reimbursements, expense budgets, accounts receivable, contracts and accounts payable, payroll, and special funds such as AIP, PFC and CFC.

  • Presentation of periodic reports that compare performance with plans, budgets, and standards. Interprets financial and statistical results. Oversees the distribution of periodic financial management information reports, highlighting variances from approved budget to all departments.

  • Forecasts short-range cash requirements and obligations, as a basis for maintaining adequate funds. Manage Investment Portfolio in accordance with state statutes and CCAA’s investment policy.

  • Prepares analyses of revenues and expenses, including projections.

  • Prepares preliminary and final budget summaries.

  • Executes cash disbursements for payment debt in accordance with bond covenant.

  • Performs other duties as assigned to meet overall objective of the position and the department in support of the CCAA Mission.

  • Monitors accounting operations to ensure compliance with GASB, GAAP, IRS, and other regulatory requirements and Airport policies.

  • Knowledge of FAA and state rules, regulations, and laws regarding airport operations, maintenance and financial management.

  • Manage airline rates and charges. Ability to negotiate with concessionaires and airlines while maintaining proactive and positive relationships.

  • Manages issuance of airport bonds, including relations with airport financial consultants, financial advisors, underwriters and bond counsel.

  • Work along with procurement by providing high quality strategic financial planning, modelling and analysis which assist procurement in facilitating day-to-day decision-making.


Manage subordinate supervisors who supervise other employees in the Finance department. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


Requires advanced-specialized professional knowledge of the theory, principles, and procedures of accounting, auditing and finance. Requires knowledge of the principles and procedures used in budget preparation, accounting administration, and development of internal controls. Requires professional knowledge of the principles and techniques used in financial analysis and research. Requires knowledge of the external audit process. Requires considerable knowledge of the laws and regulations governing financial transactions. Requires basic knowledge of insurance and insurability. Requires a working knowledge of purchasing and material management functions. Requires math skills to perform business and statistical calculations. Requires skills with computer software applications sufficient to design and use spreadsheet and database models and work with computerized accounting applications. Requires well-developed language skills to prepare business plans and reports seen by the public. Requires well-developed human relation’s skills sufficient to carry out negotiations, make presentations, conduct performance reviews, and communicate technical concepts to diverse audiences.


Requires the ability to carry out all aspects of the position. Requires the ability to conduct complex analyses of accounting systems, financial reports, and business decisions affecting on-going operations. Must be able to convert financial information and outcomes into reports of findings and condition. Must be able to gather and analyze data and develop conclusions and recommendations. Must be able to develop projections using historical data and projections. Must be able to think critically and creatively. Requires the ability to supervise, train, evaluate and motivate staff in a way that optimizes service. Requires the ability to plan, organize and prioritize complex and technical work processes in order to meet schedules and timelines. Requires the ability to work productively and cooperatively with others as a member of a team.


Requires ability to sit for extended periods of time and locate to multiple locations. Requires sufficient visual acuity to recognize letters and numbers and notice non-verbal behavior. Requires auditory ability to hear and respond to in-person and phone conversations and give presentations to large audiences.


Work is generally performed indoors with minimum safety conditions exist.


The position requires a bachelor’s degree in accounting, finance, business, administration, aviation management or closely related field and 5+ years of progressively responsible financial experience necessary including 5 - 7 years in a leadership capacity. Master’s degree preferred.


Incumbents holding certifications such as Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager or Accredited Airport Executive (AAE) certification is preferred.
