National Oceanic and Atmospheric Administration Supervisory IT Specialist (INFOSEC), ZP-2210-4 (Direct Hire) in Charleston, South Carolina

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM) with one vacancy in Charleston, SC.
As a Supervisory IT Specialist, you will perform the following duties: Lead the development and implementation of policies, plans, and procedures for the management, acquisition, and use of information technology resources.
Provide supervision and leadership of federal staff, which includes performance evaluation, review, and management.
Ensure the security of the IT system by providing strategic guidance, operational oversight, and decision making.
Plan, coordinate, and manage assigned project(s) based on overall objectives, milestones, expected results, and information and IT security constraints in support of program functions.
Work across program and regional leadership to support office and program priorities.

This position requires a Moderate Risk Security Clearance. This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

To qualify for the 2210 series: IT COMPETENCIES: Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies above, applicant must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Performing IT management tasks, related to information and IT security, system administration, and analyzing infrastructure and components;
Utilizing program policies, regulations and guidance to ensure that IT management and security objectives are maintained; and
Performing program management tasks (i.e., lead teams, individuals, and programs, managing associated workloads) and/or developing organizational strategies and operational plans used to meet program mission, objectives and goals.
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
