SC Department of Public Safety Program Manager I (Clinical Specialist) / 61014912 in Horry County, South Carolina
The Program Manager I will provide clinical oversight and consultation on a regulated basis for DSS clients to promote stability and to strengthen permanency-driven outcomes for children and their families within a multi county geographic region. Incumbent will also identify appropriate treatment service needs and placement options. Facilitate training activities for DSS staff and community partners and develop and coordinate special programs and projects related to mental health as requested.
Involved in regional and state wide planning teams, committees and task forces as appropriate or required.
Conduct staff trainings.
Attend on call for assigned region so to respond to emergencies.
Provide a leadership role in the authorizing and monitoring of client treatment services within the region to include authorizing RBHS, signing the medical necessity for services, attending treatment team meetings, and medication monitoring.
Collaborate closely with the Foster Care and County staff in providing oversight and clinical assessment to the local interagency staffing process in the review of the clinical needs treatment options for clients.
Coordinate and provide clinical recommendations to staff regarding the assessment and treatment needs of emotionally disturbed and regular foster care children who by medical necessity need additional RBHS and LIP services.
Perform the job with positive and appropriate customer service delivery to client, the public, and co-workers as an integral requirement.
Understand and exercise data security and confidentiality in the transfer, disclosure and management of all client and employee personal information.
Perform Red Cross shelter duty or other emergency duty/services and related duties, to include after-hours and on weekends.
Minimum and Additional Requirements
A Bachelor's Degree and four (4) years of experience in any combination of social work, management, business administration, administrative services or public administration.
A Master's Degree and three (3) years of experience in any combination of social work, management, business administration, administrative services or public administration.
Or an equivalent combination of education and experience as approved by the Division of State Human Resources.
Extensive knowledge of diagnosis and treatment of emotionally disturbed children. Thorough knowledge of state level policies, functions and interagency relationships. Thorough knowledge of administrative practices, procedures and standards pertaining to mental health. Ability to develop and coordinate special programs and projects relating to mental health services.

Frequent travel throughout SC is required. Travel may be required of personal vehicle. Occasional overnight travel may be necessary.
