Position Summary:

Manages all Supply Management functions for the Energy, Chemicals and Resources (ECR) Line of Business Houston office and Americas region, including purchasing, subcontracting, expediting, material coordination, inspection, vendor document control, field materials management, traffic and logistics, and supply management systems. Establishes and implements effective supply management leadership, systems, methods and procedures for the office, region or subsidiary. Participates in or leads supply management strategy development and implementation. Provides guidance on supply management matters to region, office or subsidiary personnel. Participates in internal and external supply management presentations.

  • Accountable to Global Supply Management and ECR Operations or Division Management for timely delivery of effective Supply Management performance in accordance with company and project procedures.

  • Works with corporate Supply Management regarding development, implementation and utilization of the Supply Management program. Works with Operations or Division Management to plan and support Supply Management and other administrative requirements. Coordinates with Project Management, Business Development, Legal, Finance and Insurance during proposal preparation and project execution.

  • Commits, spends and controls client and company dollars within limits established in company procedures. Assures compliance with Supply Management procedures.

  • Supervises all Supply Management staff assigned to the respective office and the Supply Managers in the Region’s offices.

  • Understands major technical, organizational, managerial and business issues related to operations management. Extensive knowledge of commercial procurement laws and standards as they relate to Jacobs operations management and project delivery. Understands and is committed to Jacobs’ Core Values.

  • Understands project delivery processes (i.e., program management, construction management, CM/GC, design, design-build, design-bid-build) and their relationship to supply management delivery.

  • Understands overall corporate resources and capabilities. Has working knowledge of division or regional operations, and of experience, staff and capabilities in region’s markets and operating areas of responsibility.

  • Has strong communications and writing skills. Is able to effectively author contractual commitment documents, as well as internal and external communications. Must be able to effectively communicate with clients and interact with operations, project, and construction managers.

  • Uses personal computer in support of supply management including Supply Management software, electronic mail, and standard desktop software.

Qualifications

  • BA or BS, or equal, preferred

  • 20 yrs experience minimum in supply management or related field within the oil and gas EPC industry

  • Effective verbal and written communication skills required

  • Advanced knowledge of Microsoft Office required
