SC Department of Public Safety DORWAY Development Manager in Lexington County, South Carolina

Job Purpose The DORWAY Development Manager manages SCDOR's tax processing system (DORWAY) developers and serves as a lead developer.

Job Duties:

  • Operational Management
  • Manage, direct, and coordinate the efforts of the DORWAY Support developers
  • Lead and coordinate team efforts to ensure that assignments are completed on time and stakeholder requirements are met per established Service Level Agreements (SLAs)
  • Train or ensure the training of new employees and serve as technical consultant for production support developers
  • Participate in the development of goals and strategies for the section
  • Lead Developer

  • Serve as a lead production support developer

  • Program, test, and debug new or modified system from approved design documents utilizing the DORWAY development environment
  • Resolve system, program, and user problems as needed in production environment
  • Identify source of problem, perform necessary modifications, and test to ensure that the problem is resolved according to established SLAs
  • Demonstrate a proficient working knowledge of business operational processes as it relates to the DORWAY environment
  • Project Management

  • May serve as a project lead as assigned

  • Communicate with all stakeholders throughout the life of the project
  • Develop project documentation ensuring functional security
  • Establishes priorities and timeframe of projects, assign resources, and review/assess progress of project
  • Ensure that projects are delivered on time, within budget, and meet the stakeholder requirements
  • Business Consultant

  • Lead efforts to provide consultation to customers related to information technology

  • Interview customers to determine business requirements and identify how technology may enable those requirements
  • Participate in development of feasibility studies and prepares documentation and recommendations to management
  • People Management

  • Provide and maintain a competent, empowered, and forward-thinking team

  • Administer EPMS program
  • Communicate SCDOR and statewide policies, procedures, goals, and directives to team
  • Process and Standards Management

  • Prepare appropriate documentation ensuring compliance with DORWAY development policies, standards, and operations

  • Keep project leader(s) and manager informed of work progress and team assignments This position requires the flexibility to work extra hours outside of normal working hours if required Minimum and Additional Requirements

Requires the following:

  • Bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics, management information science or a related field
  • Academic degrees must be from an accredited institution of higher learning.
  • Four years of experience in information systems design, development, installation, or support
  • Two of the four years must include Gentax experience
  • Relevant experience may be substituted for the bachelor's degree on a year-for-year basis Preferred Qualifications

  • Thorough knowledge of computer systems development life cycle management

  • Expert knowledge of complex application development technologies
  • Especially in the Microsoft .NET Framework environment with Microsoft SQL server database
  • Extensive knowledge of analysis, design, testing, debugging, and maintenance techniques with the DORWAY environments
  • Proficient knowledge of the Gentax methodologies and procedures
  • Knowledgeable of project management skills and techniques
  • Ability to write and speak in a clear and concise manner
  • Ability to work effectively with end users, vendors, peers, staff members, and management Additional Comments
