Under minimal supervision, the Benefits Counselor II perform professional work in the benefits section of Human Resources; provide benefits counseling through written and verbal communications for a geographical area of the Agency's employees and/or liaisons; process benefit Notice of Elections (NOE) for the state insurance program; assist employees with benefit changes (to include disability and death claims); process benefits for new hires and employees leaving the agency; conduct new hire orientations twice a month (or when needed); assist with benefits open enrollment; and assist with working to clear the agency's insurance accumulator.
Process Notice of Elections forms for the state insurance program and other voluntary deductions; assist employees with changes in their benefits, which includes disability applications and death claim forms; and follow-up by reviewing EBS and SCEIS to ensure the accuracy of information.
Process Benefits for new hires, ensuring information regarding payroll, benefits and personal data are correct in the SCEIS system and EBS.
Process terminations for employees leaving the agency, ensuring proper forms are completed and sent to employee. Send required COBRA notifications and review the SCEIS system for accuracy of any refunds or money due.
Disseminate benefit information to liaisons and employees; provide counseling through both written and verbal communications; assist liaisons and employees with problems; interpret policies; and assist with all aspects of open and annual enrollment.
Conduct new hire orientation twice a month.
Work the agency's accumulator, clearing credits/debits to/from PEBA and employees.
Minimum and Additional Requirements
A Bachelor's Degree and preferred professional experience in insurance or retirement programs.
A Bachelor's Degree in a related field. Minimum two years of experience in group insurance, retirement plans and governmental programs, including the Affordable Care Act, HIPAA, and PEBA Retirement Systems.
Or an equivalent combination of education and experience as approved by the Division of State Human Resources.
Considerable knowledge of principles and practices of benefits and retirement programs. Ability to establish and maintain effective working relationships; make and communicate decisions; and analyze and present ideas effectively.
