SC Department of Public Safety Environmental Health Manager I in Richland County, South Carolina

Job Responsibilities

Collect samples from surface water ambient monitoring stations and wastewater facility discharge points. Prepare sample bottles and complete daily calibration and standardization for sampling equipment. Clean and maintain equipment to ensure it is in good working condition. Work to be conducted in strict accordance with the Environmental Affairs standard operating procedures (SOP) and the Bureau of Water schedule frequency. Perform compliance inspections and follow up inspections, as needed, at wastewater, industrial stormwater and agricultural operations for compliance with applicable regulations, permits, and according to Bureau of Water schedule frequency. Prepare monthly inspection schedules for facilities. Respond to and investigate complaints on wastewater facilities, sanitary sewer overflows, and fish kills; evaluate the potential causes, initiate corrective actions, or contact responsible parties to ensure the complaint is resolved in a timely manner. Monitor progress of corrective actions taken to solve problems causing unsatisfactory reports. Initiate enforcement actions where appropriate. Provide technical assistance to staff, the regulated community, and public when necessary or requested. Post public notices and advisories at facilities and public locations.

Minimum and Additional Requirements

A high school diploma and experience in environmental health programs or radiological health. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience. Must have excellent organizational and communication skills, make presentations in a group setting; communicate clearly and concisely in both oral and written manner; work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials; work independently in a field environment; work in all reasonable weather conditions; access non-traditional work environments; climb ladders, stoop, lift and carry up to 50 pounds; swim and work comfortably in a boat on open water and in rough weather conditions; walk on narrow catwalks that require a sense of balance; make visual observations of facilities, samples, plans, specifications, reports, etc.; visually differentiate between various shades of color; conduct field tests, using delicate instruments and chemicals, which require steady hands; and wear the required safety equipment as needed, to include but not limited to, safety glasses, lab coats, and nitrile or latex gloves. Must maintain a professional appearance, possess a valid driver's license and a good driving record. Occasional overnight travel and participation on or assistance to the Emergency Response Team. This position is subject to on call or call back 24/7.

Preferred Qualifications

A bachelor's degree in the natural or physical sciences or related technical field; or an associate degree in the natural or physical sciences or related technical field and two years of environmental health or related experience; or high school diploma and four years of environmental health or related experience. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation. The ability to prioritize and manage time effectively. Familiarity with the Department's waste water regulations, , drinking water regulations, surface water SOPs; water quality standards. Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access).
