SC Department of Public Safety Program Analyst - Ombudsman in Richland County, South Carolina

Job Responsibilities

The Long Term Care (LTC) Ombudsman program advocates for the dignity, quality of life, and quality of care of all residents who live in LTC facilities, including skilled nursing facilities, residential care facilities and facilities operated or contracted for operation by the SC Department of Mental Health and the SC Department of Disabilities and Special Needs. The Program Analyst in the Office of the State Long Term Care Ombudsman (OSLTCO) performs work to support certified LTC Ombudsmen and volunteer Ombudsmen who advocate for, or on behalf of, individuals who live in long term care facilities. The Program Analyst must have high levels of analytical, written, and oral communication skills. The Program Analyst works under the general direction of the State Long Term Care Ombudsman (SLTCO).

Roles, responsibilities, products, and processes are described below.

*Develop and update program guidance materials to be used by local LTC Ombudsman programs. These include the LTC Ombudsman Core Curriculum+, LTCOP Program Manual, and the Ombuds Manager User Guide. *Develop and revise training materials, teaching notes and tests as needed for training new paid and volunteer staff. All materials must be regularly updated to reflect changes in laws, regulations, and policies.

*Develop and provide in person class room training, online training and Webinars; *Provide Certification training oversight using the Core+ Curriculum and working with Regional LTC Ombudsman program coordinators; *Provide initial and update training on new Older Americans Act Program System (OAAPS) data requirements and the WellSky database; *Develop and provide quarterly standard modules on OAAPS data consistency and collecting data in the WellSky database; *Assess for training needs and develop other webinars on a monthly basis to present information to all representatives on new federal and state initiatives and other state-wide issues that may affect residents of LTC facilities.

*Assist SLTCO in providing oversight of the Volunteer Ombudsman program; *Provide feedback and training to regional volunteer coordinators. *Assist regional coordinators with the recruiting and training process. *Monitor data from the regions for program effectiveness. *Monitor of the training records from paid and volunteer staff. *Provide written proposals to the SLTCO regarding recommendations on program policies and/or procedures.

*Serve as the OSLTCO training conference coordinator to identify topics and presenters for two training conferences per year for local LTC Ombudsman staff.

*Provide information and technical assistance to local LTC Ombudsman programs; develop and maintain LTCO portal on agency website

*Conduct administrative activities, including monthly data reports; develop and post FAQs to LTCO portal; respond to requests for information and analysis and participate in meetings for planning, decision-making and information sharing.

*Act as a liaison, coordinating issues related to LTC residents between OSLTCO and other state, local and federal agencies, commissions, and AAAs. Serve on committees with representatives of various groups and make recommendations on issues involving seniors and vulnerable adults.

Minimum and Additional Requirements

Bachelor’s degree in a related field; excellent written and oral communication skills; experience with instruction or training; strong interpersonal skills; knowledge of instructional design; proficient use of Microsoft Suite

Preferred Qualifications

Knowledge of learning management systems; excellent facilitation and presentation skills; knowledge of competency assessment; data gathering and analysis
