SC Department of Public Safety Trades Manager in Richland County, South Carolina

Manage and direct all activities of personnel engaged in maintenance operations at the Blythewood Complex. Coordinates inspections to evaluate the condition of equipment at the complex. Work with outside contractors to ensure that projects and all repairs are completed within scope of the specifications. Formulate and implement preventative maintenance programs for equipment and all facilities at the Blythewood Complex. Prioritize organizational needs, complaints, and work orders while coordinating with other departments to schedule a time frame for completion and scheduling work assignments.
Monitor and manage facilities management contracts such as, but not limited to, mechanical, elevators, janitorial, lawn care, generators, energy management systems, etc. Develop specifications for bid documents as they relate to facilities management contracts. Reviews contracts periodically to ensure contractors are performing work in accordance with contracts. Meet with contractors periodically to resolve issues as they relate to the facilities contracts. Make recommendations to the Director of Resource Management in the area of facilities contracts renewal.
Monitor and control the major automated control systems for the Blythewood Complex such as the web based energy management system web control, fire works fire alarm detection system, school dude maintenance direct work orders system, preventative maintenance directo, and utility direct. Ensure all support software is upgraded when needed and personnel receive training on all updated software.
Develop and implement comprehensive Occupational Safety and Health (OSHA) programs for the Blythewood Complex and SCDPS statewide facilities. Formulate and suggest work safety standards and enforces procedures. Meet compliance and reporting requirements of federal, state or local regulations. Advises management on problems and correction action as they relate to safety in the workplace. Conduct routine safety inspections. Plan and conduct safety training. Review OSHA 300 logs for trends. Serve as the point of contact for asbestos issues. Perform periodic fire and life drill assessments and document findings.
Manage the Office of Facilities Management budget. Performs periodic cost savings and productivity analysis. Ensure that all invoices related to the Blythewood Complex facilities are reviewed and paid in a timely manner. Coordinate procurement of equipment, supplies, and materials to perform required duties effectively and efficiently. Prepare and complete various forms, reports, correspondence, requisitions, budget documents, plans, records, and presentations. Conduct employee interviews, training, and counseling.
Perform other duties as required. Minimum and Additional Requirements
A high school diploma and professional experience directly related to the area of employment.
A high school diploma and experience and knowledge of general building maintenance.
Knowledge of occupational safety and health programs and standards, methods and techniques of environmental monitoring, health accident prevention methods, and applicable safety rules, regulations, and public health laws. Knowledge of industrial and construction equipment and operations, principles of chemical and physical science, and theories and management principles and practices. Must have knowledge of general building maintenance, building support systems and ground maintenance. Must have knowledge of tools, equipment, material, and supplies necessary to maintain a large facility complex and grounds.
Employee receives limited supervision and should be able to work independently and perform complex duties requiring good judgment and discretion in making routine and non-routine decisions and interpreting and applying established guidelines and procedures.
Must be able to lift and carry items weighing 50 pounds for prolong distances of 50 feet or more. Must be able to perform duties in inclement weather and may be required to work flexible schedules, work overtime, and travel statewide.
