SC Department of Public Safety Human Services Specialist II (Claims Worker) / 61014596 (DSS Internal) in Sumter County, South Carolina

Under limited supervision, the Human Services Specialist II is responsible for investigation, claim establishment, adjudication, recoupment and collection activities for all Economic Services cases in which an overpayment occurred.
Manage Benefit Integrity caseload to timely establish or unfounded referrals against cases where overpayment of SNAP or Family Independence benefits or misuse/fraud of EBT benefits is suspected.
Review referrals, analyze case records, conduct interviews with clients, witness and collateral contacts to obtain thorough evidence to document the existence and non-existence of an overpayment or EBT misuse and the responsibility and classification of a claim.
Monitor and complete necessary follow-up activities on established claims. Initiate collection and recoupment of over-payments. Adjudicate intentional program violations; Represent the agency in hearings; Coordinate with the Office of Investigation and the court system to prosecute and collect restitution from fraud cases.
Review, maintain knowledge and correctly apply past and current SNAP, FI and Benefit Integrity policies and procedures.
Perform Red Cross shelter duty or other emergency shelter duty and services as directed.
Minimum and Additional Requirements
A High School Diploma and four (4) years of clerical, administrative, social work, correctional, business administration, or general business experience.
An Associate's Degree and two (2) years of clerical, administrative, social work, correctional, business administration, or general business experience.
Or an equivalent combination of education and experience as approved by the Division of State Human Resources.
The employee must have a knowledge and understanding of past and present policy. Working knowledge of fact gathering methods and interviewing techniques. Working knowledge of state and federal laws and regulations relative to the area of responsibility. Ability to effectively communicate both orally and in writing. Ability to understanding the needs, problems and attitudes of recipients.
